Monitoring expenditure in Kyrgyzstan. The requester asked for:
“Details of the steps taken to monitor the reported £4m given to Kyrgyzstan for structural adjustment to ensure, for instance, that it is not spent corruptly.”
Kyrgyzstan is a focus country for DFID assistance in Central Asia. UK bilateral aid (aid provided directly from the UK to Kyrgyzstan) in the current financial year is £3.5m, focusing on governance with large commitments in water and sanitation, health and rural livelihood sectors. We also support public financial management with a large project working together with the World Bank and others. This is precisely to ensure the Kyrgyz Government has systems in place to reduce the likelihood of corruption. These projects, as with all our projects worldwide, have a formal monitoring system in place which is carried out by both the Kyrgyz office and DFID London Headquarters.
DFID has a Kyrgyzstan office staffed by one UK-based head of office and three locally-appointed staff. The office is fully audited and we have good monitoring systems in place.
