Budgetary aid for St Helena’s Medical Services Provision


1. St Helena does not yet have a Country Assistance Plan. When is this likely to be available?

DFID will be producing a Country Policy Plan (the term used for CAP-type agreements with the Overseas Territories) with the St Helena Government for the period 2007-2010 but we cannot yet specify a publication date.

2. What is the total amount of HM Government funded Budgetary Aid that St Helena has received and/or expended in respect of the island's Medical Services provision since 18th October 1999?

DFID has funded two development projects which relate to the provision of healthcare during the period 1999 to date. In partnership with NiCare (the international development arm of the Northern Ireland Health Service) the Healthlink and Healthlink II projects have provided medical staff on island as well as visiting specialists and some medical equipment. The table below shows spend on each of these projects during the period in question. Please note that these figures are for whole financial years and include some support for Tristan da Cunha. In addition, St Helena Government's own spending on healthcare provision is supplemented by DFID through the provision of budgetary support, which bridges the gap between SHG's revenue and the cost of delivering essential public services. You will need to contact the St Helena Government direct for the proportion of budgetary aid spent on health. The table includes DFID's overall aid to St Helena since 1999. These amounts include spend on the Healthlink projects (and other development projects) as well as budgetary support.
