International Finance and Development Effectiveness Division (IFDE) is one of three International Divisions (IFDE, UNCHD and EDRD) supporting the UK’s efforts to reduce global poverty and achieve the Millennium Development Goals. We work across DFID, Whitehall and the international system to make development partnerships more effective and channel resources to where they will have the greatest impact in reducing poverty.

IFDE is made up of three Departments: the Aid Effectiveness and Accountability Department (AEAD) which is based in Abercrombie House; and the Global Funds and Development Finance Institutions Department (GFDD) and the International Financial Institutions Department (IFID), both of which are based in Palace Street. The International Directors’ Office (IDO) works across the International Divisions to provide corporate support.


International Financial Institutions Department

IFID’s objective is to achieve greater effectiveness by debt relief, by International Financial Institutions (IFIs), and in accomplishing the Millennium Development Goals. The IFIs are the World Bank Group, International Monetary Fund (IMF) and the Asian, African, Inter-American and Caribbean Regional Development Banks (AfDB, AsDB IaDB and CDB).

IFID is responsible for the UK’s shareholder interest in the World Bank Group, and the four Regional Development Banks (RDBs). We support Her Majesty's Treasury's (HMT's) lead on debt relief and the IMF. We help communicate and coordinate policy across DFID, and contribute to developing new policy, on the IFIs and debt.

IFID is organised into three teams, covering the World Bank, RDBs, debt and  IMF. We work closely with the UK Delegation in Washington (UKDel) and our representatives in the RDBs.

Global Funds and Development Finance Institutions Department

GFDD is a dynamic department with the responsibility for effectively managing DFID's major Global Funds and international innovative finance mechanisms. GFDD leads on DFID’s policy on Development Finance Institutions (DFIs), including managing DFID’s shareholder and corporate interest in IFC, EBRD, MIGA and CDC. GFDD also develops DFID’s policy and manages an innovative portfolio of private sector infrastructure (PSI) programmes. We work closely with IFDE, Policy and Research Division, International Director's Office, IFID, AEAD, HMT and other Whitehall Departments.

Aid Effectiveness and Accountability Department

AEAD's mission is: "To work to maximise the impact of global aid on poor people, improve accountability to partner countries and UK taxpayers, and address the international causes of corruption."

AEAD is led by Sarah Cooke and is currently configured in four teams: Country Led Approaches and Results (CLEAR); Financial Accountability and Anti-Corruption (FACT); International Systems Effectiveness (ISET); and Business and Communications (B&C).
