Evaluation of DFID Country Programmes: Zambia (EV 689) DFID has a rolling programme of Country Programme Evaluations (CPEs) with 5 or 6
evaluations of countries or regions per year.A synthesis report pulling together findings from five
recent CPEs is also produced annually.CPEs are challenging evaluations attempting to provide an
overview of the entire DFID programme over a five-year time frame and evaluate whether DFID
made appropriate strategic choices in the given context and delivered effectively. CPEs are
ideally undertaken in the year prior to development of a new CountryAssistance Plan, as they are
designed to meet DFID’s needs for lessons that can inform future strategy and programming, as

Desk review of DFID’s private sector infrastructure investment facilities (EV 684) The major purpose of this Desk Review (DR) is to establish how effectively DFID’s
interventions in the Private Sector Infrastructure (PSI) portfolio of Facilities to support Private
Participation in Infrastructure (PPI) have contributed to achieving DFID’s core objectives. The scope
of the DR has been shaped by the relatively short operational life of many of the Facilities, together
with limitations on the availability and on the comparability of the basic data. The data cut-off point
was typically taken as end June 2007 but qualitative analysis and footnotes on relevant recent events
