Uganda’s medium term strategic direction


DFID Uganda is developing a more focused programme that will achieve greater synergy across the DFID Uganda country programme, become clearer about DFID Uganda’s comparative advantage and define how to better work strategically with others. This will prepare us to be fit for the changing development context, make best use of DFID resources in Uganda and to respond to the needs of the people in Uganda.

As part of our consultation process we’re inviting comments and views from people and organisations with an interest in DFID and global development issues. Your views and ideas will be very helpful to enable us make sure we are moving in the right direction.

Specific questions are set out below:

  1. How best should DFID deliver its work in future - if at all? (E.g. should DFID continue providing direct funding to the Government of Uganda to support its development plans or should we delegate our funding to agencies like the World Bank and Africa Development Bank to support development programmes in-country? Should we concentrate most of our development efforts on influencing others to better deliver development outputs on our behalf?)
  2. In our work to meet the MDGs, which NGOs, Development Partners, or Civil Society Organisations do you think we can work best with to achieve best results? Why and how should we be working with them?
  3. What are the risks of DFID working with the different organisations that you mention in 2. above? (e.g. What are the reputational, financial and political risks or the risks of failure that we may incur)
  4. What development results should DFID be expected to deliver going forward, and what would be the best way to measure them? Would the results be attributable to DFID?
  5. What are the risks of DFID not being engaged in certain development agenda e.g. Climate change?
  6. How would the risk of not engaging in a particular development agenda contribute to (please see checklists below for reference):
  • Poverty eradication?
  • Gender inequality?
  • Missing Government of Uganda’s priorities?
  • multilateral reform?
  • Achieving the MDG indicators?
  • UK government policy objectives (growth, reducing conflict, climate change, reform of the international architecture)?

We have not provided any supportive documents but are happy to receive your comments to the above questions which we will make available to you on the Uganda webpage in the near future.
