The second phase of the Reproductive and Child Health programme, a flagship programme of Government of India's National Rural Health Mission, was launched by the Ministry of Health and Family Welfare (MoHFW) , Government of India (GoI), in 2005. One of the focus areas of the RCH II programme is to strengthen the capacity of the MoHFW as well as State level agencies in improving the transparency and efficiency of GoI health sector procurement. Specifically, this consultancy will support actions required to further enhance the capacities/capability of the Empowered Procurement Wing (EPW) of MoHFW to promote professionalism and transparency in the procurement of health sector goods, works and services. DFID has, over the past two years, been providing focused and embedded consultancy support to strengthen procurement capacity within the MoHFW. It is envisaged that this assignment will build on the significant progress that has already been made through DFID support, which has included development of Health Procurement manual, model contracting documentation, creation of central drugs management IT system, the development of generic drugs/bio-medical equipment specifications and a range of other innovations. The consultancy will also further strengthen capacity within MoHFW and will facilitate the process of ongoing process of procurement decentralisation from the Centre to the States. The current contract with the existing agency is scheduled to end in December 2008. The MoHFW wishes to continue with this mechanism for the remaining period of the RCH programme, which runs until June 2011. DFID has agreed to support this effort through the provision of technical assistance until the end of the programme. Further details are available in the draft Terms of Reference.

Objective criteria for choosing the limited number of candidates: Expressions of Interest (EOIs) must demonstrate the consultancy team's qualifications, experiences and abilities in the following areas: 1. Substantial experience in providing procurement and programme management support in the health sector including health sector planning and budgeting, monitoring and evaluation, human resources for health, and maternal, newborn and child health and family planning. 2. Clear capacity to support complex, multi-stakeholder, processes for programme design and management, including familiarity with tools for health sector procurement, planning, budgeting and monitoring. 3. Proven track record of working effectively with Governments to support the design, implementation and review of procurement programmes in health at both Central and sub-Central levels. 4. Experience of working in Health Sector in South Asia (preferably India). 5. Demonstrated skills in creating and maintaining databases and websites.

Expressions of Interest (EOIs) must be submitted by email to capas@dfid.gov.uk, using the Application Form Word document (42 kb) (see also draft Terms of Reference pdf document(27 kb)). EOIs must contain a Capability Statement of no more than six A4 pages demonstrating evidence of relevant skills and experience as outlined in the Application Form and at Section IV.1.2 above. Abridged CVs of not more than two A4 pages for each key person should also be included. CVs can be submitted in addition to the six pages Capability Statement. DFID procurement policy stipulates that consultants who are involved in any capacity in the design of a project cannot compete for the implementation phase. Design includes feasibility studies, drawing up terms of reference for the implementation phase, pre-appraisal and any other preparatory work for the project. Following assessment of EOIs DFID will invite short-listed applicants to submit full technical and commercial proposals. The contract will be let for up to 24 months, with a provision to extend it by a further 12 months subject to outcome of the need assessment review and satisfactory levels of performance by the Consultant. Where circumstances require further extensions beyond the original contract duration/agreed extensions, DFID will consider doing so by means of the Negotiated Procedure, where necessary conditions can be met. From 1 April 2001, all UK development assistance has been fully untied, which allows suppliers from anywhere in the world to bid for DFID contracts.
