The Department for International Development is looking to engages the services of a Managing Consultant to provide advice to the Kenya National AIDS Control Council ( NACC ). DFID, along with other development partners, ( notably the World Bank ), is providing assistance to the NACC to support implementation of the Kenya National AIDS Strategic Plan ( KNASP ). The Managing Consultant will support harmonisation and alignment and advise on optimal allocation of resources to achieve greatest reduction in HIV spread and impact. The Managing Consultant will be involved in NACC's major planning activities, co-ordination with all stakeholders, and the strengthening of NACC and its decentralised structures. Specifically the Managing Consultant will : - Support the NACC to prepare and implement annual plans - Support the preparation and implementation of the NACC's Joint Annual Programme Review ( JAPR ) - Support co-ordination and networking of players in support of the KNASP - Support NACC in programme harmonisation and alignment - Support the NACC to meet its reporting obligation to development partners participating in the implementation of the KNASP. The contract is expected to start in March 2009 and continue for a period of two years with a possibility of an extension of up to three years dependent on need and performance.

From 1 April 2001, all UK development assistance has been fully untied which allows suppliers from anywhere in the world to bid for DFID contracts. Expressions of Interest ( EOIs ) should be submitted, preferably by E Mail to the E Mail address in section 1, using the Application Form Word document (51kb). (See draft Terms of Reference pdf document(62kb)). The EOI must include a Capability Statement of no more than four ( 4 ) A4 pages showing evidence of relevant skills and experience as out-lined in the application form. Abridged CVs, of key personnel only, of not more than two pages in length should also be included. These CVs may be included in addition to the four page Capability Statement. EOIs should only be sent to the address at section one and DFID Kenya should not be contacted directly. Documents and brochures detailing the corporate range of services are not required and will not be considered. The period of the services will be for two years with the possibility of an extension for up to three years. DFID Procurement policy states that consultants who were involved in any capacity in the design of a project cannot compete for the Implementation Phase. Design includes feasibility studies, drawing up Terms of Reference for the Implementation Phase, pre-appraisal and any other preparatory work for the project. Following assessment of Expressions of Interest, DFID will invite short listed bidders to submit full technical and commercial proposals.
