The Department for International Development/Foreign and Commonwealth Office Child Protection Programme comes to an end in September 2008. DFID has agreed to a new phase of support to safeguard children in the Overseas Territories. This support has the goal of ensuring that boys, girls and young people grow up in an environment in which they flourish and are protected in all aspects of their lives across the Overseas Territories. DFID is seeking a service provider to work with the Overseas Territories, to provide technical advice and support to help Territories implement their National Action Plans and ensure the policies, procedures and ways of working necessary to safeguard children are in place. The service provider will assess demand for support in the OT's through an initial visit to participating Territories. Once relationships with managers and practitioners have been created, the service provider will provide ongoing advice, support and access to resources.

There is the possibility of an extension of up to 12 months, subject to continuing need and the satisfactory performance of the service provider. Where circumstances require further extensions beyond the original contract duration/agreed extensions, DFID will consider doing so by means of the Negotiated procedure, where necessary conditions can be met. Expressions of Interest (EoI) should be submitted using the Application Form (18kb). (See draft Terms of Reference (19kb) and Project Concept Note  (23kb).). The EoI should include a capability statement of not more than 4 A4 pages and be accompanied by CV's for key personnel of not more than 2 pages maximum (per CV). No brochures should be sent. Applicants should outline the reason for their interest in this project, their broad understanding of the context and their capability to undertake the work. EoIs will be assessed against the criteria detailed in the Application Form and at section IV.1.2 above. EoIs must be sent electronically to cb3mail@dfid.gov.uk. DFID procurement policy stipulates that consultants involved in any capacity in the design of a project cannot compete for the implementation phase. Design includes feasibility studies, drawing up Terms of Reference for the implementation phase, pre-appraisal and any other preparatory work for the project. Following assessment of the EoIs, DFID will invite short-listed applicants to submit full technical and commercial tenders.
