As part of its institutional modernisation programme to support the development of all the elements required of a modern audit service, the UK Department for International Development (DFID) wishes to contract a Service Provider (SP) for up to 18 months to act as a Strategy Implementation Partner to the Audit Service of Sierra Leone. The SP will: a. provide support to the senior managers of the Audit Service in the further development and implementation of their Strategic Development Framework, including developing and implementing a programme of senior management coaching for Senior ASSL staff; . b. provide a range of back-office support and advice on strategic issues of relevance to the ASSL and to the achievement of the outputs of the programme of support; c. assist the Audit Service to manage the Technical Assistance programme in 2009; provide recommendations to the Auditor General for the management of inputs from all technical assistance under the project and liaising with the technical assistance provider in identifying the most effective programme inputs; d. assist the Audit Service to develop detailed technical assistance needs for the years 2010 and 2011, in the light of a proposed mid-term evaluation of the project in October 2009. Expressions of Interest should be submitted by e-mail, to the address at Section 1, (see Application Form (48kb) and draft Terms of Reference (142kb)). The expression of interest must include a Capability Statement of no more than four A4 pages showing evidence of relevant skills and experience, as outlined on the Application Form and Draft Terms of Reference. Abridged CVs of no more than two pages in length for each person should also be included. These CVs can be submitted in addition to the four-page Capability Statement. DFID procurement policy stipulates that consultants who were involved in any capacity in the design of a project cannot compete for the implementation phase. Design includes feasibility studies, drawing up terms of reference for the implementation phase, pre-appraisal and any other preparatory work for the project. Following assessment of expression of interest, DFID will invite short listed applicants to submit full technical and commercial proposals. Prices are not required at expression of interest stage. When required, pricing must be in Sterling and payments under the contract will be made in Sterling. The contract is expected to last for 18 months with a possible extension of up to a further 24 months. The contract will be governed by English law. DFID reserves the right to annul the tendering process and not award a contract. From 1 April 2001, all UK development assistance has been fully untied which allows suppliers from anywhere in the world to bid for DFID contracts.
