DFID, on behalf of St Helena Government (SHG), is seeking a service provider for a three-year education sector support programme. The service provider will be responsible for establishing links between St Helena Education Department (SHED) and UK education institutions (schools, LEA, teacher training institutions). The service provider will deliver teacher training through short-term secondments from experienced UK based practitioners, provide support in the area of increased use of ICT for teaching and learning, including setting up GCSE, AS/A2 courses to be delivered by supported distance learning, support SHED with a curriculum and management review in the island's secondary school and if required, provide support to the SHG UK Representative with education staff recruitment. The service provider will provide an off island programme manager who will be responsible for ensuring the technical interventions are completed in line with the logical framework and the terms of reference.Education and training services.

There is the possibility of an extension of up to 36 months. Where circumstances require further extensions beyond the original contract/agreed extensions, DFID will consider doing so by means of the Negotiated procedure, where necessary conditions can be met. Expressions of Interest (EoI) must be submitted using the Application Form Word document (29 kb). The project Memorandum pdf document(93 kb), logframe pdf document(45 kb) and draft Terms of Reference pdf document(25 kb) are also available. The EoI should include a capability statement of not more than 4 A4 pages and be accompanied by CV's for key personnel of not more than 2 pages maximum (per CV). No brochures should be sent. Applicants should outline the reason for their interest in this project, their broad understanding of the context and their capability to undertake the work. EoIs will be assessed against the following: Extensive experience of improving quality standards in education both in the UK and internationally; Experience of small isolated islands; Specific experience of training and development of teaching staff at both secondary and primary level, including distance training packages and flexible learning; Specific expertise of ICT use in teaching and learning and Experience of setting up links between education institutions in the UK and overseas. Financial standing will also be used to assess EoIs. EoIs must be sent electronically. DFID procurement policy stipulates that consultants involved in any capacity in the design of a project cannot compete for the implementation phase. Design includes feasibility studies, drawing up Terms of Reference for the implementation phase, pre-appraisal and any other preparatory work for the project. Following assessment of the EoIs, DFID will invite short-listed applicants to submit full technical and commercial tenders. DFID will not reply to any EoIs unless short-listed for invitation to tender. Suppliers should check the DFID website for details of short-listed suppliers. As from April 2001, all UK development assistance has been fully untied which allows suppliers from anywhere in the world to tender for DFID projects.
